SUPPLEMENTAL SAFETY EVALUATION FOR APPENDIX R TO 10 CFR PART 50, ITEMS III.G.3 AND III.L; ALTERNATE SAFE SHUTDOWN CAPABILITY - H. B. ROBINSON STEAM PLANT, UNIT 2 - TAC NO. 60106 Our letter dated August 8, 1984 issued a Safety Evaluation (SE) for Alternate Safe Shutdown Capability at H. B. Robinson. The SE contained an open item concerning spurious operation of the high-low pressure interface valves due to a postulated fire (hot short).

By letter dated June 18, 1985 you responded to this concern and provided supplemental information and clarifications to your February 6, 1984 submittal.

We have completed our review of your June 18, 1985 submittal.

Based on our review, contained in the enclosed Supplemental Safety Evaluation, we find that you have demonstrated the capability to achieve and maintain safe shutdown conditions at HBR-2 following a fire in all 25 fire zones. Our acceptance is based on the plants utilization of the alternate dedicated shutdown systems including pre-fire repairs.

We conclude, therefore, that the HBR-2 alternate/dedicated shutdown capability meets the requirements of Appendix R to 10 CFR 50, Sections III.G.3 and III.L. We, therefore, consider these items closed.

A copy of our Safety Evaluation is enclosed.
