Dear Mr. Utley:

SUBJECT:

H. B. ROBINSON GENERIC LETTER 83-28, REVIEW OF DESIGN FOR AUTOMATIC SHUNT TRIP FOR REACTOR TRIP BREAKERS, ITEM 4.3.

(TAC NO. 53191)

By letter dated April 1, 1985 we provided you with a safety evaluation (SE) for your responses to Generic Letter 83-28, Item 4.3, Review of Design for Automatic Shunt Trip For Reactor Trip Breakers. Based on that review we found the design modifications acceptable, except as noted in the SE. You were requested, by our letter, to respond to the confirmatory items summarized in the conclusions section of the SE.

By letter dated May 20, 1985 you responded to the concerns contained in our SE. We have completed our review of your responses and find that the design modifications for the automatic shunt trip, and the CP&L commitment to provide control room indication of bypass breaker position during the next refueling outage, acceptable. We understand that your next refueling outage is #11, and is currently scheduled to begin about May 1987. Your proposed technical specifications will be handled as a separate item (TAC No. 55373).

This completes our review of this item (TAC No. 5319).

A copy of our supplemental safety evaluation is enclosed for your information.

Sincerely,

/s/SVarga 8508210328 850805 PDR ADOCK 05000261 P-PDR Steven A. Varga, Chief Operating Reactors Branch #1 Division of Licensing
