Dear.Mr. Varga:
SUMMARY
Carolina Power & Light Company (CP&L) hereby submits, as discussed in its correspondence of August 20, 1984, Serial No. NLS-84-381, the analysis of rod cluster control assembly misoperation events,.SRP No. 15.4.3, for the H. B.
Robinson Steam Electric Plant, Unit No. 2 (HBR2). The results of these analyses confirm that HBR2 may be operated in Cycle 10 as described in the Cycle 10 Safety Analysis Report, while meeting the acceptance criteria for each event as defined in the licensing basis for HBR2 with the provision that the Automatic Rod Control.System (ARC) is not used until analyses are completed.
DISCUSSION:
On August 20, 1984, CP&L submitted the confirmatory plant transient analyses for Cycle 10 operation with the exception of the analysis of the control rod misoperation events.
Please find attached XN-NF-84-74 Supplement 1, "Plan Transient Analysis for H. B. Robinson Unit 2 at 2300 MWt With Increased F Supplement 1:
Analysis of Control Rod Misoperation Events (RCCA Misalignments)" which provides the results of these analyses with the exception of those analyses for which the ARC is assumed to operate. Due to the time constraints in meeting our committed submittal date for these analyses, the rod drop events were analyzed assuming the ARC was not functioning. Carolina Power & Light Company commits not to use the ARC until the appropriate events have been analyzed and reviewed and approved by the Plant Nuclear Safety Committee.

CONCLUSION:
The attached report confirms that HBR2 may be operated in Cycle 10 as described in the Cycle 10 Safety Analysis Report, provided the ARC is not operational. This submittal completes the analyses required to support Cycle 10 startup.
