NRC INSPECTION REPORT NO. 50-261/88-30
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
L. W. Garner on October 11 -
November 10,
1988.
The inspection. included a
review of activities authorized for your H. B. Robinson facility.
At the
conclusion of the inspection, the findings were discussed with those members of
your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and re resentative records.,
interviews with personnel,
and observation of
activities in progress.
Within the scope of the inspection,
no violations or deviations were
identified.
As discussed during the exit interview, and described in detail in paragraph
7.a. of the enclosed inspection report, we have a concern over the weakness
your staff exhibited in identifying the applicability of containment isolation
valve Technical Specification 3.6.3 when motor control center MCC-6
was
declared inoperable. You are therefore requested, within thirty days of the
date of this letter, to inform us of the actions you have taken or plan to
take in order to improve your Operation Department's review for applicable
Technical Specification action statements upon determination of inoperable
equipment.
Your attention is invited to the unresolved items identified in the inspection
report. These matters will be pursued during future inspections.
In accordance with Section 2.790 of the NRC's "Rules.of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.
