SUBJECT: REPORT NO 50-261/88-10
Thank you for your response of July 20, 1988, to our Notice of Violation issued
on June 23,
1988,
concerning activities conducted at your H. B. Robinson
facility.
We have evaluated your response and, in light of the subsequent
information obtained, we are in agreement that the monthly testing requirements
of Technical Specification (TS)
4.1.1, Table 4.1-1, item 28 applies only to
those components which are designed to be tested during power operation and
does not include the reheat and intercept valve solenoids. Accordingly, your
commitment to test the reheat and intercept valve solenoids while off-line at
refueling intervals is acceptable.
Based
on telephone conversation between J. Curley of your staff and
P. Fredrickson of this office on August 5, 1988, it is our understanding that
you are presently conducting a review to determine if similar testing inadequa
cies exist for other TS related equipment. It was mutually agreed, that you
will submit a supplemental response by September 15,
1988, addressing the
results of this review and any additional corrective actions that may be
warranted.
