REQUEST FOR RELIEF FROM ASME CODE REQUIREMENTS - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC 68487)
By letter dated June 23, 1988, you requested certain reliefs (Relief Request Nos. 15-18) from ASME Code requirements. We have completed our review of the relief request and determined that Relief Request No. 15 for the alternative examination as you proposed is acceptable. Relief Request No. 15 is granted.
The staff concludes that the granting of Relief Request No. 15 is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest considering the burden that could result upon CP&L if these requirements were imposed. Accordingly, pursuant to 10 CFR 50.55a(a)(3)(ii), CP&L is granted relief to use the alternative examination.
Relief Request Nos. 16-18 are denied. The staff found that your application failed to show why the corresponding ASME Code requirements are impractical.
Our Safety Evaluation related to Relief Request No. 15-18 is enclosed.
