H. B. ROBINSON STEAM ELECTRIC PLANT UNIT NO. 2 AUXILIARY FEEDWATER SYSTEM TORNADO MISSILE PROTECTION (TAC NO. 49223)
We have completed our review of your submittal dated August 29, 1983 as supplemented by letter dated May 29, 1984. Based on your submittals our consultant, the National Bureau of Standards, developed a Technical Evaluation Report (TER), "The Effects of Tornadoes on the Availability of the Auxiliary Feedwater System at H. B. Robinson Unit 2."
Our staff concurs with the findings of the TER.
We conclude that the probability of failure o the AFWS at HBR-2 due to tornado generated missiles is about 1.3 X 10- per year. This is approximately an order of magnitude higher than that repbrted in your August 29, 1983 submittal (1.8 X 10 per year).
Singe the failure probability exceeds our current guidelines of less than 10 per year we conclude that your analysis has not demonstrate a sufficiently low failure probability and therefore reanalysis or commitments must be provided as indicated below:
- 1. Probabilistic reanalysis of the AFWS including non-tornado wind speed data that was not included in the original analysis.
- 2. Commit to providing positive tornado missile protection for
_the Service Water System (SWS), which is one of the water supplies for the AFWS. The staff notes from your submittals that failure of the exposed SWS pump motors entails failure

March 14, 1985 cooling. Further, the SWS is a portion of the ultimate heat sink which performs an essential cooling function for the plant during normal and accident conditions.
Your response to our continuing concern is requested within 60 days from receipt of this letter. A copy of our TER is enclosed.
The.reporting and/or recordkeeping requirements of this letter affects fewer than ten respondents; therefore, OMB clearance is not required Under P.L.96-511.
