By letter dated February 28, 1984, the Division of Licensing (DL) staff informed your Company of their approval of your application dated July 1, 1982, as supplemented, and issued Amendment No. 77 to Facility Operating License No. DPR-23 for the H. B. Robinson Steam Electric Plant Unit No. 2.
This amendment approved the steam generator repair program and provided licensing conditions related to the repair operation.
A Class IV fee
($12,300) was remitted by your letter dated January 6, 1983, pursuant to 10 CFR 170.22.
In our February 3, 1983 letter, we informed your Company that a Class IV fee was appropriate for the review of the subject steam generator repair submittals since the review would involve consideration of a complex issue.
That fee determination was based on a preliminary fee assessment of the application.
In the February letter, we further informed you that if the staff's final review of the application revealed that the requested fee was not correct you would be notified.
It is our understanding that as the review progressed and additional information was received, it was concluded that an Environmental Impact Statement (EIS) should be prepared because a negative declaration on environmental impact could not be made.
If the NRC is unable to make a negative finding on whether a proposed action being considered is a major action involving an adverse environ mental impact (i.e., significantly affecting the quality of the human en vironment), the Commission is obligated under the provisions of 10 CFR 51.5(a)(12) to prepare an EIS to determine whether the proposed action will significantly affect the quality of the human environment.
Conse quently, an EIS was prepared to assess the major environmental impact of occupational radiation exposures associated with the proposed repair of the degraded.steam generators at the H. B. Robinson Steam Electric Plant Unit No. 2.

10 CFR 170.22. Therefore, you are requested to remit an additional sum of $13,500 to this office to complete the fees for the review of the steam generator repair program.
