Dear Mr. Jones:

By letter dated January 19, 1981, you requested an exemption to 10 CFR 50, Appendix R, Item 111.0 for the H. B. Robinson Steam Electric PlAnt, Unit No. 2. This exemption would remove the requirement for an oil collection system in the Reactor Coolant Pump (RCP) bay based on the physicTalconfig uration of the RCP bays which isolates the effects of an oil fire in this area from any equipment needed for safe shutdown. Therefore, you assent that an oil collection system would not enhance fire protection safety at the H. B. Robinson 2 plant.

We have found that your request provides a sound technical basis warranting further staff review. In this regard, we have discussed with your staff.the possibility of visiting Robinson in May 1981, to further evaluate -the suscep tibility of equipment needed for safe shutdown to the effects of a fire in the RCP area.

The schedule requirements for this item are, therefore, suspended in-accord ance with 10 CFR 50.48(c)(6) until final Commission action on this request.
