PRESSURE-TEMPERATURE LIMITS RELATING TO GENERIC LETTER 88-11 H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 71542)
By letter dated December 22, 1988, you responded to Generic Letter 88-11 which requires the licensee to use Regulatory Guide 1.99, Revision 2, to calculate the nil-ductility reference temperature of reactor vessel beltline materials. The reference temperature relates to pressure-temperature limits in Technical Specifications. In the letter, you requested approval of calculation of reference temperature using data from surveillance capsules T and V before submitting revised pressure-temperature limits.
We have completed the review of the request. Based on our evaluation, we approve the calculation of reference temperature using the surveillance capsule data. We expect you to proceed with the generation of revised heatup and cooldown curves and low-temperature overpressure protection setpoints based on the surveillance capsule data.
