Dear Mr. Utley:

SUBJECT:

Regulatory Guide (RG) 1.97, Emergency Response Capability, H.B. Robinson Steam Electric Plant, Unit No. 2 (TAC No. 51127)

By letter dated March 5, 1987, we transmitted our Safety Evaluation (SE) related to the subject Regulatory Guide. The SE and our letter contained an open item concerning the possible use of alternate instrumentation to satisfy Category 2 requirements for Component Cooling Water (CCW) temperature to Engineered Safety Feature (ESF) system components and the identification and justification of any alternate instrumentation.

By your letter dated March 27, 1987, the open item was resolved by your commitment to upgrade or modify the current Category 3 instrumentation to Category 2 instrumentation during refueling outage 11 currently in progress.

Therefore, based on your commitment, we consider RG 1.97, Emergency Response Capability, resolved for H.B. Robinson, Unit No. 2.

Sincerely, Kenneth T. Eccleston, Project Manager Project Directorate i-1 Division of Reactor Projects - I/I Office of Nuclear Reactor Regulation cc:
