Regulatory Guide (RG) 1.97, Emergency Response Capability, H.B. Robinson Steam Electric Plant Unit No. 2 (TAC No. 51127)

We have completed our review of your responses dated December 31, 1984, July 18, 1985, and July 28, 1986 to the subject RG 1.97 with regard to emergency response capability. We find that the instrumentation provided by the Carolina Power & Light (CP&L) Company for meeting the recommendations of RG 1.97 acceptable with one exception. In TER section 3.3.15, our consultant, EG&G Idaho, Inc. found the lack of a containment sump water temperature instrumentation to be acceptable on the basis of the justification and the alternate instrumentation provided by CP&L. The NRC staff, however, is currently reviewing generically the need for Category 2 instrumentation to monitor the containment sump water temperature. Since we are reviewing this item generically, we will report on the acceptability of this item when the generic review process is completed and provide a separate report.

Please note in the second paragraph of our evaluation that should you choose to use alternate instrumentation to satisfy Category 2 requirements (CCW tempera ture to ESF system components), the alternative instrumentation should be identified and justified. Therefore, please have your staff schedule a written resolution to this item. We consider the subject item open pending this resolution.

We have enclosed a copy of our Safety Evaluation and our consultant's TER for your information.
