PROGRAMMED ENHANCEMENTS FOR GENERIC LETTER 88-17, "LOSS OF DECAY HEAT REMOVAL" - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 69770)
The NRC staff has completed its review of all licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17, "Loss of Decay Heat Removal."
The NRC staff review was based on a sampling of about one-third of all responses. Since the sample did not result in significant comments, the remainder of the responses will not be reviewed by NRC. The NRC review of this phase of GL 88-17 will be accomplished as an inspection under Temporary Instruction (TI).2515/103 in the NRC Inspection Manual. The inspection will take place after you have made sufficient progress for NRC to make a full assessment of your programmed enhancements.
This letter constitutes the NRC report stated in paragraph 05.01 as a prerequisite to the inspection under TI 2515/013.
As for your implementation, you indicated in your response that all hardware-related modifications will be complete by the end of Refueling Outage 13, rescheduled to begin in September instead of March 1990. Since this is before the end of the second refueling outage following receipt of GL 88-17, your schedule is consistent with the GL and is acceptable. Also, you indicate that programmed enhancements that do not depend on hardware changes were implemented on or before May 1990 (18 months following receipt of the GL).
This also is consistent with the GL and is acceptable. You also committed that as you complete hardware-related modifications during the current refueling outage, you may further identify other necessary procedural changes. Those changes, if any, will be in place by the end of the refueling outage.
Additionally, you are requested to inform the NRC in writing of any significant changes in the estimated completion schedule identified above. You are also requested to inform the NRC in writing when the action has actually been implemented and the modifications are determined to be operational.
