H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2 (HBR-2) FIRE PROTECTION APPENDIX R TO 10 CFR PART 50, ITEMS III.G.3 and III.L By letter dated March 11, 1981 you requested an exemption from Section III.L.3 of Appendix R to 10 CFR Part 50. Your report entitled "Safe Shutdown Capability Assessment and Proposed Modification," submitted by your letter dated March 16, 1982, summarized work contained in previous 'submittals and provided responses to questions contained in Generic Letter 81-12.
We have completed our review of the H. B. Robinson safe shutdown capability in the event of fire by evaluating against the requirements of Sections III.G and III.L of Appendix R to 10 CFR Part 50. We conclude that H. B. Robinson Unit 2 safe shutdown capability is in accordance with the Appendix R III.G.3 and III.L requirements except for your request for exemption from the requirement to have the capability to achieve cold shutdown using onsite power within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. You requested an exemption for this requirement by your letter dated March 11, 1981. Your exemption request did not provide a reason why the plant should not have this capability. Therefore, this exemption request is denied.
This completes the review of the H. B. Robinson Unit No. 2, safe shutdown capability portion of the fire protection program. A regional inspection to determine Appendix R compliance will be conducted in the future. Any modifi cations you require must be completed in accordance with the schedule given in Section 50.48c of the Regulations.
