NRC INSPECTION REPORT NO. 50-261/89-16
This refers to the Nuclear Regulatory-Commission (NRC) inspection conducted by
L. Lawyer on September 18 through 29, 1989. The inspection included a review
of activities authorized for your H. B. Robinson' Unit 2 facility.
At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified .in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
I
for control of the H. B. Robinson facility during an emergency.
Within the scope of this inspection,
no violations or deviations were
identified. Although procedures were found to be adequate to support safe
emergency operations, numerous deficiencies were identified. :The number and
nature of these deficiencies place burdens on operators which could reduce
their capability of responding to emergencies.-
We are particularly concerned
with your management control 'system which permitted these problems to occur
and failed to identify them. The enclosed inspection report documents commit
ments made
by a licensee representative.
These commitments were discussed
during the exit meeting. If your understanding of these commitments differs
from the report statements, please inform this office promptly.
To clearly define Carolina Power and Light's plans for corrective action on
the inspection findings, we request that CP&L respond in writing to this
report, within 30 days of 'the date of this letter.
Please respond with a
statement of intended corrective actions, including schedules, for weaknesses
identified with management control of EOPs,
availability of equipment, and
plant design.
Also,
please include the date by which your review and
corrective action will
be completed for all of the findings from this
inspection. This inspection report itemizes several hundred individual step
deficiencies with your EOPs. Your corrective actions need to include a review
of. the EOPs for additional similar deficiencies that may exist.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.

clearance procedures of the Office of Management and Budget as required by the
Paperwork keduction Act of 1980, Pub. L. No.96-511.
