SUBJECT:
DAILY HIGHLIGHT - H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2 At 9:17 a.m. January 28, 1986, coincident with securing the B diesel generator output breaker door, a spike occurred on instrumentation bus #4 causing a turbine runback and failure of the automatic rod controller. About 20 seconds later the plant tripped on high pressurizer pressure. Following turbine trip and automatic bus transfer, the startup transformer tripped causing a loss of offsite power. The reactor remains stable and was cooled via natural circulation until offsite power was fully restored at 4:03 p.m.
At 12:28 p.m. the C steam generator dump valve stuck open causing a safety injection signal on high steam line differential pressure. The valve was shut in three minutes. The reactor coolant system lost 200F.
No safety injection fluid was injected since RCS pressure remained above the SI pump shutoff head.
The plant remains at hot standby pending investigation of the cause of loss of offsite power.
