WBN UNIT2 IST PROGRAM REQUEST FOR ADDITIONAL INFORMATION (TAC NO MF4118) FINAL.docx By letter dated May 8, 2014, the Tennessee Valley Authority submitted to the United States Nuclear Regulatory Commission (NRC) an initial baseline inservice test program for the application of operating license for Watts Bar Nuclear Plant Unit 2 (WBN Unit 2), which contained relief requests from certain requirements of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants Code for the WBN2 first ten-year interval inservice testing program. In order to complete the review the NRC staff has determined the need for additional information as identified in the attached request for additional information.

In order to complete the safety evaluation in accordance with the original agreed upon schedule, I request the licensee respond to this request by July 14, 2014.

1 REQUEST FOR ADDITIONAL INFORMATION REGARDING INPUT TO FINAL SAFETY ANALYSIS REPORT RELATED TO THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES WATTS BAR NUCLEAR PLANT, UNIT 2 TENNESSEE VALLEY AUTHORITY DOCKET NO. 50-391 (TAC NO. MF4118)

By letter dated May 8, 2014 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML14133A296), Tennessee Valley Authority (TVA) submitted an initial baseline (first ten-year) inservice test (IST) program to the Nuclear Regulatory Commission (NRC) for the application of operating license (OL) for Watts Bar Nuclear Plant Unit 2 (WBN2).

The details of the program are provided in Enclosure 1, WNB Technical Instruction, 0-TI-100.006, Revision 1, Inservice Testing Program. The program is developed to satisfy the requirements stipulated in the Code of Federal Regulations (CFR) 10 CFR 50.55a, and American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code). However, 10 CFR 50.55a allows the OL applicants or the licensees to request relief from certain IST requirements of the ASME OM Code. Pursuant to 10 CFR 50.55a(a)(3)(i), (a)(3)(ii), or (f)(5)iii), TVA submitted, in the above letter dated May 8, 2014, four requests for relief for the first ten-year IST program at WBN2.

The Component Performance, NDE, and Testing Branch (EPNB) has reviewed the WBN2 first ten-year IST program and the four relief requests IST-RR-1, IST-RR-2, IST-RR-3, and IST-RR-4 submitted in Enclosure 1, and has determined that the following information is needed to complete its review.

RAI-1

For Pump Relief Request IST-RR-2, you state that preservice test data for differential pressure and vibration data will be evaluated to verify that it represents acceptable pump operation.

Please explain how this will be done. Also, provide the manufacturers pump curve for the ERCW Screen Wash Pump (pump ID 1-PMP-67)..

For Valve Relief Request IST-RR-3, you state that fail safe testing of the reactor head vent valves will be performed at the same frequency as proposed alternative exercise testing, i.e. a cold shutdown frequency. You request relief from the requirements of ISTC-3510 for quarterly fail safe testing, but also provide a Deferred Test Justification DTJ-26 for these valves. ISTC-3510 allows testing to be performed at cold shutdown frequency if it can be justified. Please explain why relief is needed if a cold shutdown testing frequency can be justified for these valves.

For Valve Relief Request IST-RR-4, you propose to perform set-pressure testing of the pressurizer safety valves at an approved vender test facility within 6 months prior to initial reactor criticality. Please provide details about the test environment such as temperature and humidity and describe the test configuration such as orientation of the valves during testing.

Also discuss what will be done to assure that the set-pressure will not be altered during shipment and installation.
