SUBJECT:

NRC INSPECTION REPORT NO. 50-261/87-06

This refers to the Nuclear Regulatory Commission (NRC) Safety System Functional

Inspection (SSFI)

conducted by M. B. Shymlock and team on March 9 - April 15,

1987.

The inspection involved an in-depth assessment of activities and

equipment associated with. the emergency power systems and emergency diesel

generators, and the adequacy of these systems to support safe plant shutdown.

At the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed inspection report.

Areas examined during this inspection are identified in this report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records,

interviews of personnel,

and observation of

activities in progress.

The inspection findings indicate that certain activities violated NRC require

ments. The violations described in the enclosed report are under consideration

for escalated enforcement action. Accordingly, a Notice of Violation is not

being issued for these items and no response for these items is required.

However, please be advised that the number and characteristics of violations

described in the enclosed report may change as a result of further NRC review.

You will be advised by separate correspondence of the results of our delibera

tions on this matter.

These items will be discussed during an Enforcement

Conference scheduled for June 26, 1987.

We are concerned with the implementation of your management controls and

management attention to safety-related activities and equipment, including

Appendix R dedicated shutdown capability, emergency diesel generator opera

bility, and the coordination of safety-related electrical switchgear and

batteries.

These are issues that we expect to be discussed during the

Enforcement Conference.
