TEXAS ENGINEERING EXPERIMENT STATION/TEXAS A&M UNIVERSITY SYSTEM - REQUEST FOR ADDITIONAL INFORMATION RE: EMERGENCY PREPAREDNESS PLAN REVIEW FOR LICENSE RENEWAL (TAC NO. ME1584)

Dear Dr. Skoda:

The U.S. Nuclear Regulatory Commission (NRC) is continuing its review of your application for the renewal of Facility Operating License No. R-83, dated February 27, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102920025), as supplemented, for the Texas Engineering Experiment Station/Texas A&M University System, Nuclear Science Center, TRIGA-type research reactor. The license renewal review includes an NRC staff review of your current Emergency Preparedness Plan, Revision No. 2, submitted to the NRC in accordance with the provisions of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54(q), by letter dated December 14, 1999. We require additional information and clarification on questions that have arisen during our review. Please provide responses to the enclosed request for additional information (RAI) within 30 days from the date of this letter.

In accordance with 10 CFR 50.30(b), you must execute your response in a signed original document under oath or affirmation. Your response must be submitted in accordance with 10 CFR 50.4, Written communications. Information included in your response that is considered sensitive, or proprietary, that you seek to have withheld from the public, must be marked in accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding. Any information related to security should be submitted in accordance with 10 CFR 73.21, Protection of Safeguards Information: Performance requirements. Following receipt of the additional information, we will continue our evaluation of your renewal request.

R-83; DOCKET NO. 50-128 The U.S. Nuclear Regulatory Commission (NRC) is continuing its review of your application for the renewal of Facility Operating License No. R-83, dated February 27, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102920025), as supplemented, for the Texas Engineering Experiment Station/Texas A&M University System, Nuclear Science Center, TRIGA-type research reactor. The license renewal review includes an NRC staff review of your Emergency Preparedness Plan, Revision No. 2. We have identified the following questions and request your responses within 30 days from the date of this letter. If your review results in a revision to the Emergency Preparedness Plan, provide a complete copy of the revised plan with your response.

1. Sections 7.6.3 and 7.7.3, state, in part, that response teams will be sent to search for injured personnel in the event of a fire.
a. What organizations comprise the team members for the response teams?
b. How are the team positions typically staffed?
c. Is there specific training provided to the team members? If so, identify the training.
2. Table 1, Emergency Classification Guide, provides emergency classification criteria based on the release of Xenon isotope 125 (Xe-125):

Xe-125 Release Release of Xe-125 more than 140 Ci

Release of Xe-125 equal to, or more than, 700 Ci from the reactor building Alert*

a. How are the indications of the release levels of 140 Ci and 700 Ci of Xe-125 made available to the operating staff responsible for timely event classification?
b. Are there any alarms associated with the above release levels of Xe-125?
3. Sections 10.4 and 11.0, state that, in part, that the RSB reviews the emergency plan and approves emergency procedures and standing operating procedures. The acronym RSB is not identified in the plan. Identify the acronym RSB, or justify why the acronym is not identified.
