The IIS Program Plan required by License Condition 3.3, specifies that SCE provide semi-annual updates of backfit schedules to the NRC. Accordingly, enclosed is the fifth edition of the IIS.

Enclosure INTEGRATED IMPLEMENTATION SCHEDULE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 Fifth Edition November, 1987 Introduction License Condition 3.3, "Integrated Implementation Schedule", requires SCE to follow the IIS Program Plan ("Plan").
The Plan specifies that periodic schedule updates be submitted to the NRC along with specific information regarding progress in implementing NRC requirements, changes since the previous report, reasons for schedule changes and the expected percentage allocation of resources on regulatory vs. betterment projects. This document is the fifth edition of the IIS which provides that information.
Progress in Implementing NRC Requirements Since submittal of the last IIS update on March 23, 1987, SCE completed a scheduled mid-cycle outage. During the outage extensive maintenance was performed and progress was made on certain IIS projects. The Magnacraft Relay Replacement, Automatic Vent System for the Boric Acid System, Control Room HVAC Duct Heaters and Vital Bus 4 Uninterruptible Power Supply Projects were all completed.
Changes Since Last Edition Two projects have been added to Schedule B of the IIS. One project is to improve the Steam/Feedwater Flow Mismatch Trip in the Reactor Protection System and the other is to modify the Standby Emergency Diesel Generators to incorporate slow start capability. The first project has been scheduled for implementation during Cycle X and the second during Cycle XI.
An indication of one ongoing Evaluation has been added to Schedule B for the Seismic Qualification of Electrical Equipment. This evaluation will be performed in response to Generic Letter 87-02. Submittal of the CRDR Final Summary Report has been deferred due to necessary reallocation of manpower to support recent outages in conjunction with unprojected delays in achieving project scope milestones. Recent plant outages have required manpower support from key CRDR team members which resulted in delay of the CRDR and preparation of the CRDR report. In addition, several supplementary evaluations to investigate alternative solutions were requested by Station Operations management. These evaluations resulted in optimal solutions to several of the Human Engineering Discrepancies (HED's) with consideration to both cost and associated benefits. The extended submittal date will also provide sufficient time for an interactive company review of the final summary report prior to submittal. It is currently forecast that all project milestones will be completed and the CRDR Final Summary Report submitted by December 15, 1987.
-2 Several projects have been rescheduled to reflect their current rank determined by the Westinghouse Analytic Ranking Process. The only Schedule A modification, ATWS, has been rescheduled to Cycle XI due to higher priority work on Schedule B which has been scheduled for Cycle X. Since this is a Schedule A project, its due date is established by Rule, Regulation or Order.
We are rescheduling the project within the provisions of the rule as explained by NRC letter from Richard F. Dudley to Kenneth P. Baskin dated July 24, 1987. The Automatic Termination of Safety Injection Pumps on Low RWST Level has been rescheduled from Cycle XI to Cycle X due to its higher safety ranking. The On-Site Toxic Gas Modification and the IST modifications have been rescheduled to Cycle XI to make room for this higher priority project.
With the addition of the Steam/Feedwater Flow Mismatch Trip Project to Cycle X and the TDI Slow Start Modifications to Cycle XI, several other minor projects have been deferred to Cycle XII.
These include:
CVCS Valves MOV-LCV-1100B, C, D controls modifications, Waste Gas Decay Tank Modifications, Undervoltage Relays for Protection from Degraded Grid Voltage, Removal of Automatic Reactor Coolant Pump Trip on Safety Injection and the Addition of Synchrocheck Relays to Emergency Diesel Generators.
Expected Allocation of Resources for Upcoming Outage The refueling/backfit outage for Cycle X of plant operation is expected to have resources allocated approximately 70% to regulatory projects and 30% to betterment projects. This allocation reflects a balancing of resource allocation following the last refueling/backfit outage which was approximately 90% regulatory work.
