Same Subject The referenced letter requests changes in the Operating Licenses and Technical Specifications of Units 1, 2, and 3. These changes delete all references to San Diego Gas & Electric Company because of the merger between Southern California Edison and San Diego Gas & Electric.

Several amendments to all three licenses have been approved since the original submittal, which changed some of the affected pages in Attachments A through F of the referenced letter. Therefore, we have reviewed each license and are providing current copies of the pages that need to have San Diego Gas &

Electric removed. Please use Enclosures 1, 2, and 3, of this letter instead of Attachments B, D, and F respectively, of the April 28, 1989 letter.

These enclosures do not reflect any changes to the intent of our original request. They are provided to you as the most up to date version of our licenses to ensure all references to San Diego Gas & Electric Company will be deleted in the issued amendment.

PROVISIONAL OPERATING LICENSE (POL)

CONTENTS The Atomic Energy Commission having found that:

a The application for provisional operating license (Amendment Nos. 8, 9 10 F, 12 and 13 to the license application, dated November 12, 1965, February 10, 1966 March 23, 1966, May 20, 1966, June 21, 196 and August 12 1966 respectively) complies with the requirements of the Atomic Energy Act of 1954, as amended, and the Commissions's regulations set forth in Title 10, Chapter 1. CFR;

b. The facility has been constructed in accordance with the provisions of Construction Permit N1o. CPFR-13:

C. There are involed features, characteristics and coiliponents as to which it is desirable to obtain actual operating experience before the issuance of an operating license for the full term requested in the application;

d. There is reasonable assurance i that the facility can be operated at power levels not in excess of 1347 megawatts thermal in accord ance with this license without endangering the health and safety of the public and (ii) that such activities will be conducted in com pliance with the rules and regulations of the Coission;
e.

The applicants are technically and financially qualified to enage in the activities authorized by this license, in accordance with the rules and regulations of the Commission;

f.

Southern California Edison Company has furnished proof of financial protection to satisfy the requirements of 10 CYR, Part 140;

Said "Final Engineering Report and Safety Analysis" in Amendment No. 8, as supplemented and amended, is hereinafter referred to as the hazards summary report.

2.- Subject to the coditions and requirements incorporated herein, the Atomic EnerUy Commission (the Commission) hereby licenses:

A. Pursuant to Section 104b of the Atomic Energy-At of 1954, as amended, (hereinafter, the "Act"), Edisonha6eNet" Bechtel and 4estinghous to acquire and possess title to the facility as a Utilization facil ity, and Edison and San D4eg-to acquire and possess sole title to the facility at such time as the legal title of Bechtel and Westinghouse shall pass to Edison ad -SAe...t4.e.

B. Edison and Son Di a ;

(1) To possess, use and operate the facility as a utilization facility, pursuant to Section 104b of the Atomic Energy Act of 1954, as amended.

(2) Pursuant to the Act and 10 CFR Part 70, to receive, possess and use at any time special nuclear material as reactor fuel in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report (docketed August 7, 1970), as supplemented and amended; (3) Pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive possess and use at any time any byproduct, source and special nuclear material as sealed neutron sources for reactor startup, 15 sealed sources for reactor instrumentation, radiation monitoring 9/29/75 equipment calibration and reactor coolant system boron concentra tion measurement, and as fission detectors in amounts as required; (4)

Pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated vith radioactive apparatus or components; (5) Pursuant to the Act and 10 CFR Parts 30 and 70, to possess but not separate, such byproduct and special nuclear materials as may be produced by the opextion of the facility.
