Letter, H. E. Morgan (SCE) to USNRC Document Control Desk dated March 30, 1988 The reference provided the required Special Report pursuant to Sections 3.14.B.4.b and 3.14.B.2.b of Appendix A, Technical Specifications (TS) to Provisional Operating License DPR-13 for San Onofre Unit 1 for various fire detection instrumentation and fire suppression systems being inoperable for greater than 14 days.
In an Attachment to the reference, the cause of inoperability and the plans and schedule to restore the detection instrumentation or suppression system to operable status were included.
This revision updates the status of fire detection instrumentation and/or fire suppression systems which had not been returned to service as noted in the reference. The updated portion of the report are appropriately annotated by double asterisks.
Additionally, on March 23, 1988. the Containment Spray System (CSS) was removed from service in accordance with procedure. Procedure requires the CSS to be removed from service during Cold Shutdown when the Reactor Coolant System temperature is less than 200 F to prevent inadvertent actuation. Compensatory fire watch and backup fire suppression equipment pursuant to TS 3.14.B.2.a were established.
These compensatory measures will remain in effect until the CSS is returned to service.

Document Control Desk May 6, 1988 As reported in the reference, the CSS was previously removed from service on February 17, 1988 following Mode 5 entry for the current mid-cycle outage. On March 18, 1988, the CSS was returned to service. This was necessitated because a compensatory fire watch, required by TS while the CSS is out of service, would not have been maintained during the containment Integrated Leak Rate Testing (ILRT) conducted on March 19, 1988. This was due to the fact that during the test the containment was pressurized, precluding personnel from conducting fire watches.

RReporting for this zone is delinquent due to oversight during routine reportability review of fire protection impairments by the Compliance group. As corrective action, the incident has been discussed with appropriate Compliance personnel involved in the review of fire protection impairments.
