This letter acknowledges receipt of your October 4, 1988, correspondence regarding protective actions for an event classified as a general emergency. A copy of your letter was sent to our Headquarters and we have discussed its content with them. There is agreement that the issue you raise warrants further consideration and will be discussed during an emergency preparedness counterpart meeting scheduled for the end of November 1988. It is our intent to provide you with any additional guidance the NRC develops as the result of considering the issue in your October 4 letter as soon as such guidance is generated.
