San Onofre Nuclear Generating Station, Unit 1 (SONGS-1)
We have reviewed your letter dated January 23, 1986 which was submitted in response to the Pressurized Thermal Shock (PTS) Rule, 10 CFR 50.61 for SONGS-i.
The SONGS-1 Provisional Operating License (POL) was issued on March 27, 1967. Efforts are currently underway to convert this license to a Full-Term Operating License which would expire 40 years from the issuance date of the Construction Permit (March 2, 1964). Your PTS submittal used March 27, 2007 (40 years from the issuance of the POL) as the end of life for the plant; a conservative assumption for the purposes of the PTS analyses.
Our review of your submittal has concluded that the material properties of reactor vessel beltline materials, the projected fluence at the inner surface of the reactor vessel for the end of life of the plant and the calculated RTOT for the end of life of the plant are acceptable. The calculated RTPTS fo ihe year 2007 is below the screening criterion of 270'F for plate material and therefore meets the requirements of the PTS Rule.
The PTS Rule requires that the projected assessment of the RT must be updated whenever changes in core loadings, surveillance measuprments or other information indicate a significant change in the projected values. This requirement ensures that licensees will track the fluence at the limiting beltline materials throughout the life of the plant to verify their assumptions. In this regard we recommend that you submit a re-evaluation of the RTPTS submittals which are required by 10 CFR 50, Appendix G.
We have noted that you have used a production factor of 75% from the date of your submittal until the end of life of the plant to calculate the maximum RTPTS on the limiting beltline reactor vessel material.
The enclosed NRC staff 8117 "130425 'e2O 8702 720 PDR
-2 Safety Evaluation calculated the maximum RT using the.80% capacity factor which was assumed in the development of the PS rule. Even with this more conservative assumption, the resulting RT is below our screening criterion. We consider this issue to be Uolved for the SONGS-1 facility, thus completing action on our TAC No. 59980.
