BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION Application of SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY for a Class 104(b) License to Acquire, DOCKET NO. 50-206 Possess, and Use a Utilization Facility as Part of Unit No. 1 of the San Onofre Nuclear Amendment No. 99 Generating Station SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS
& ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 99.
This amendment consists of Proposed License Condition 3.1 to Provisional Operating License No. DPR-13.
Proposed License Condition 3.1, provided as Enclosure 1 to this amendment application, was developed as requested by the NRC Staff, to ensure compliance with the Safety Injection System (SIS) periodic surveillance requirements provided the NRC in the SCE letter dated October 16, 1981, "Safety Injection System Modifications."
The letter of October 16, 1981 submitted the report entitled, "Safety Injection System Modifications, San Onofre Nuclear Generating Station, Unit 1, October, 1981,"
which is incorporated herein by reference and made a part hereof. The report was developed to document information provided to the Regulatory Staff during meetings held on September 15 and 30, 1981.
These meetings were held to discuss the SIS actuation on September 3, 1981 and the failure to open r~O oa on signal of two feedwater pump SIS discharge valves.
Section 00 7.2 of the referenced report describes a periodic surveillance 0
program designed to demonstrate the operability of the Safety 001 Injection System which will be implemented following return to 0
a:
power from the present outage.
Proposed License Condition 31
-2 imposes the performance of surveillance testing of the SIS as a condition of the Provisional Operating License No. DPR-13 for San Onofre Unit 1.
The safety evaluation which was conducted to demonstrate the validity of the testing methods and the analysis of SIS performance is included in the referenced report dated October, 1981.
In the event of conflict, the information in this Amendment No. 99 supersedes the information previously submitted.
Accordingly, it is concluded that (1) the proposed changes to the License do not involve an unreviewed safety question as defined in 10 CFR 50.59, nor do they present significant hazards considerations not described or implicit in the Final Safety Analysis, and (2) there is a reasonable assurance that the health and safety of the public will not be endangered by the proposed change.
Pursuant to 10 CFR 170.22 Amendment No. 99, is determined to be a Class III change.
The basis for this determination is that the change involves a single safety issue.
Accordingly, the fee of $4,000.00 corresponding to this determination is remitted herewith as required by 10 CFR 170.22.
