Steam Generator Repairs at San Onofre 1 By letter dated October 15, 1980, we advised you of our understanding of the measures you would utilize in connection 'with the repair of the steam generators at San Onofre 1 in order to maintain the cleanliness of the reactor coolant system. By letter dated February 13, 1981, you requested modification of certain of the measures defined in the October 15, 1980 letter in order to minimize radiation exposure to workers.

Our Resident Inspector, Mr. L. F. Miller, has been in contact with your representatives at the San Onofre site to discuss modified controls which would still provide a high degree of assurance of maintenance of primary system cleanliness while minimizing radiation exposure of personnel.

It is our understanding that these discussions have resulted in the development of modified controls, as stated below, which are acceptable both to our resident inspector and to your representatives. These modified controls arealso acceptable to this office.

Accordingly, Paragraph l.a of our letter of October 15, 1980, subject as above, is revised effective this date, as follows:

"a. Revise written procedures to include accountability controls of all tools, equipment, materials, and supplies that are used in the channel heads to prevent inadvertent entry of suchlitems into the reactor primary cooling system. These procedures will.provide that the controls may be relaxed whenever expandable teals areiin place, or nozzle cover plates are installed and covered with a transparent plastic material which is taped to the walls of the nozzle and elsewhere, as necessary, to provide an impermeable seal.

Southern California Edison Company Febrbary 25, 1981 controls are relaxed, the procedures will provide that the cover plates and seals are to be visually inspected at least once each shift to confirm that both the plate and seal remain intact,,

or that inflation pressure be continually monitored if expandable seals are utilized. In addition, the procedure will provide that whenever the cover plate or its plastic seal, or the expandable seal, are found to be not intact, work inside the affected steam generator will be stopped until it is determined whether any items may have entered the reactor coolant system and until the affected seal or plate is repaired. This determination will be documented and provided to the resident inspector within five working days."

If our understanding as to the acceptability of the modified controls as described above is not accurate, you should contact this office promptly.
