Docket No. 50-206 Safeguards Contingency Plan San Onofre Nuclear Generating Station Unit 1 By letter dated January 22, 1981, you forwarded Amendment No.
51 in Docket No. 50-206. Amendment No. 51 amends our operating license by incorporating, by reference, the provision of our Safeguards Contingency Plan, submitted to the NRC by letter dated August 28, 1980. The Amendment reads, in part:
"...The Plan shall be fully implemented in accordance with 10 CFR 73.40(b), within 30 days of this approval by the Commission."
For your information, we became aware of the Commissions action when we received Amendment No.
51 on February 2, 1981, ten days after the issuance date of the Amendment.
The purpose of this letter is to advise you that we interpret the 30 day implementation period to commence upon receipt of Amendment No. 51.
Currently, the safeguards contingency procedures necessary to implement the provisions of the Safeguards Contingency Plan have been written and appropriate training is underway.
However, the full 30 day implementation period beginning February 2, 1981 is necessary to demonstrate a more credible training.
If our interpretation of the implementation compliance schedule is other than intended by your January-22, 1981 letter, please let us know.
