Docket No's. 50-206, 50-361 and 50-362 Safeguards Contingency Plan San Onofre Nuclear Generating Station Units 1, 2 and 3 By letters dated December 11, 1979 and March 24, 1980, you requested that we revise our Safeguards Contingency Plan for San Onofre Units 1, 2 and 3 which we submitted by letter dated March 23, 1979.
Specifically, you requested that we revise the "Responsibility Matrix" portion of our Plan to state in clear cut, direct and logical terms those procedural steps to be followed in security contingency situations.
Submitted herewith are five copies of our Safeguards Contingency Plan, as revised in accordance with your December 11, 1979 and March 24, 1980 letters. The enclosed Plan is submitted in its entirety for completeness rather than just submitting revised pages bearing the appropriate revision number and date.
However, the affected pages of the enclosed Plan include a marginal line denoting the extent of the changed material together with the revision number and date at the bottom of the page, except for the "Responsibility Matrix" tables which only include the revision number and date at the bottom of the page.
As discussed in our March-23, 1979 letter, we intend to incorporate the enclosed Plan as Chapter 8 of our Physical Security Plan following your approval. Since Chapter 14 of the Physical Security Plan requires that the provisions stated within the Physical Security Plan be reviewed at least every twelve months, the requirement of lQCFR73.40(d) for a review every twelve

In addition, we have not included an explicit commitment in the enclosed Plan to meet the requirements of 10CFR73.40(c) as requested by your December 11, 1979 letter since such a commitment is more appropriately made in a forwarding letter. Accordingly, by reference in this letter, the require ments of 10CFR73.40(c) will be met prior to the enclosed Plan becoming effective (i.e., within 30 days after approval by the NRC as stated in 10CFR73.40(b) ).
In accordance with Section 2.790(d) of NRC "Rules of Practice" Part 2, Title 10, Code of Federal Regulations, you are requested to withhold the contents of the enclosed Plan from public disclosure.
