DESCRIPTION OF PROPOSED CHANGE AND SAFETY AND ENVIRONMENTAL ANALYSES PROPOSED CHANGE NO. 101 TO THE TECHNICAL SPECIFICATIONS PROVISIONAL OPERATING LICENSE DPR-13 This is a request to revise Section 6.0, "Administrative Controls," of the Appendix A Technical Specifications and Section 5.0, "Administrative Controls," of the Appendix B Technical Specifications for San Onofre Unit 1.

REASON FOR PROPOSED CHANGE This proposed change would incorporate station reorganization changes into the Administrative Controls section of the Appendix A and B Technical Specifications.

EXISTING SPECIFICATIONS The existing specifications of Section 6.0 are as constituted in the Appendix A Technical Specifications and those of Section 5.0 are as constituted in the Appendix B Technical Specifications for San Onofre Unit 1.

PROPOSED SPECIFICATIONS Appendix A, Section 6.0 would be revised as follows:

"6.3 Facility Staff Qualification 6.3.1 Each member of the facility staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971, "Selection and Training of Personnel for Nuclear Power Plants," for comparable positions. The Health Physics Manager shall meet or exceed the minimum qualifications of Regulatory Guide 1.8, September, 1975."

Enclosed Figure 6.2.1.1 would replace the existing Figure 6.2.1.1 (A.3)

Enclosed Figure 6.2.2.2 would replace the existing Figure 6.2.2.2.

Enclosed Figure 6.2.3.1 would replace the existing Figure 6.2.3.1.

(A.5) "6.4 Training 6.4.1 A retraining and replacement training program for the faciity staff shall be maintained under the direction of the Training Manager and shall meet or exceed the requirements and recommendations of.Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55.

6.4.2 A training program for the Fire Brigade shall be maintained under the direction of the Training Manager and shall meet or exceed the requirements of Section 27 of the National Fire Protection Association Code -

(B.2) Enclosed Figure 5.2-1 would replace the existing Figure 5.2-1.

The balance of Section 5.0 would remain unchanged.

SAFETY AND ENVIRONMENTAL ANALYSIS The management organization at San Onofre Unit 1 has been modified to provide improved control and reporting chains. The associated administrative sections of the Appendix A and B Technical Specifications are modified to incorporate these changes, therefore,.no safety or environmental issues are associated with this change.

Items A.8, A.9, and A.10 of the Proposed Specification are corrections to the text which identify the Manager of Nuclear Operations instead of the. Manager, Nuclear Generation for transmittal of information regarding Safety Limit violations.

Item 6.5.1.5 of the proposed Appendix A Technical Specifications is changed to remove reference to environmental matters since environmental requirements are covered in the Appendix B Technical Specifications.

Item 6.7.1 of the proposed Appendix A Technical Specifications is changed to allow submittal of a Safety Limit Violation Report within 14 days to make this requirement consistent with the other reporting requirements in Appendix A and with the Standard Technical Specifications.

Item 5.3.1.d of the proposed Appendix B Technical Specifications is changed to require that the designated alternate, to either the Health Physics Manager or the Chemistry Supervisor, be present at OSRC meetings when environmental

-4 matters are discussed and neither member can be present. The new station organization allows this change since the alternates will be designated within the organizations supervised by the two above-mentioned members and will be qualified in environmental matters.

SAFETY AND ENVIRONMENTAL FINDING The proposed change to the Technical Specifications described herein are administrative in nature and will have no detrimental impact on the environment, nor do they involve an unreviewed safety question as defined in 10 CFR 50.59.
