NRC INSPECTION REPORT NOS. 50-206/361/362/92-34

This refers to the routine inspection conducted by Messrs. C. W. Caldwell and

D. L. Solorio of this office on December 1, 1992 through January 8, 1993, of

activities authorized by NRC License Nos. DPR-13, NPF-10 and NPF-15 and to the

discussion of our findings held by the inspectors with Mr. H. E. Morgan and

other members of the Southern California Edison staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Based on the results of this inspection, one of your activities appeared to be

in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice).

This NRC identified violation involved Station Technical

personnel performing inservice testing activities that were not in accordance

with established radiological control requirements.

In addition, a failure to follow procedure, resulting in improper

configuration of a Unit 1 battery charger by Maintenance personnel was

reviewed during this inspection. The issue was complicated by the fact that

the improper configuration was erroneously accepted by a Quality Control (QC)

inspector and by a Maintenance Supervisor. However, since this discrepancy

was licensee identified and in view of the actions taken by your staff, a

Notice of Violation was not issued since the requirements of Section VII.B of

the Enforcement Policy were satisfied. The effectiveness of your corrective

action on this matter will be examined during future inspections.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC requirements.
