DISPOSITION OF LICENSING ACTIONS ASSOCIATED WITH CLOSURE OF SAN ONOFRE NUCLEAR GENERATING STATION UNIT 1 (TAC NO. M84196)
Your letter dated July 8, 1992, restated your intention to permanently cease power operations at San Onofre Unit 1 at the end of the current fuel cycle.
The letter included a list of open regulatory actions that are currently applicable to San Onofre Unit 1 and proposed a disposition for these actions based on the impending shutdown of the reactor. We reviewed your list and conducted an independent evaluation of the open actions to determine the safety significance of the individual actions in terms of (1) power operations during the remaining months of core life, (2) reactor shutdown procedures, (3) reactor defueling, and (4) defueled plant operations. Our evaluation concluded that the existing open actions can be grouped into the four categories listed in Enclosures 1 through 4.
Enclosures (1) and (2) list open actions that would not enhance safety for the curtailed Unit 1 operating plan that is currently proposed. Typically these actions are long term actions, focused on power operations. It is not likely that these actions can be resolved and implemented in time to be beneficial during the remaining three to four months of core life at Unit 1.
Accordingly, we will not commit any additional resources to complete these actions and we do not require any additional effort from you. These actions that are being closed-out are subdivided into actions initiated by you (Enclosure 1) and actions initiated by the NRC (Enclosure 2).
For the sake of thoroughness, actions are included in these enclosures that appear to be complete in all respects except their implementation is not documented in the NRC data base. Actions in this category are annotated with an asterisk.
Enclosure (3) is a list of six actions that are relevant to safety during the near term power operations or during plant operations in the defueled condition. Resolution of these actions will be required in accordance with existing requirements and schedules.
b Enclosure (4) is included primarily for record purposes. This is a list of actions that were closed by previous correspondence based on the anticipated permanent closure of the Unit 1 reactor.
