REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE RE:
San Onofre Unit 1 Amendment Application No. 89 By letter dated March 31, 1980, you submitted Amendment Application No. 89 which requested Technical Specification changes related to the Control Rod Position Indication System. Subsequent to our receipt of this submittal you notified us by telephone that certain information transmitted by this letter was proprietary. Your letter dated May 16, 1980, provided the formal request for withholding of Enclosure 2 to your March 31, 1980 letter. is entitled "Verification of Rod Misalignment Technical Speci fication, San Onofre Unit 1, Southern California Edison Company," dated March 1980.
You stated that the basis for designating this information proprietary is discussed in an affidavit of record "In the Matter of Acceptance Criteria for Emergency Core Cooling Systems for Light Water Cooled Nuclear Power Reactors (Docket No. RM-50-1)" at transcript pages 3706-3710, February 24, 1972. This affidavit is by Mr. R. A. Weismann of Westinghouse Electric Corporation (WEC).
WEC states that this document reveals distinguishing aspects of a process whose exclusive use by them constitutes a competitive advantage over other companies. Its use by a competitor would reduce his or her expenditure of resources or improve his or her competitive position in the design, manufacture, shipment, installation, etc., of a similar product. WEC also maintains that this information is customarily held in confidence by them and has not been made available to the public.
- We have reviewed the application and related material based on the require
,ments and criteria of 10 CFR 2.790 and have determined that the above mentioned document contains proprietary commercial information.
We also have found at this time that the right of the public to be fully 4 u$Z apprised as to the bases for and effects of the action does not outweigh the demonstrated concern for protec ion ofijWEC's competitive position.

Accordingly, we have determined that the information should be withheld from public disclosure.
We, therefore, approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding Enclosure 2 to your letter dated March 31, 1980.
