- 1. The Nuclear Regulatory Commission (the Commission) has found that:
A. The applications for amendment by Southern California Edison Company and San Diego Gas and Electric Company (the licensees) dated December 31, 1979, and May 9, 1980, comply with the standards and requirements of the Atomic Energy.Act of 1954, as amended (the Act), and the Commission's rules And regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the applications, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicablb requirements have been satisfied.

- 2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment and paragraph 3.B of Provisional Operating License No.
DPR-13 is hereby amended to read as follows:
B. Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 50, are hereby incorporated in the license. Southern California Edison Company shall operate the facility in accordance with the Technical Specifications.
- 3. This license amendment is effective 6s of the date of its issuance.

- b. At least one licensed Operator shall be at the controls when fuel is in the reactor.*
During refueling operations this operator is permitted to step outside the red line to update the refueling status board.
- c. At least two licensed Operators shall be present in the control room during reactor startup, scheduled reactor shutdown and during recovery from reactor trips.** One of the two licensed Operators is permitted to be present in the Chemical Laboratory or the area around and behind the vertical instrumentation boards for short periods of time for the purpose of checking necessary instrumentation.
- d.
An individual qualified in radiation protection supervision shall be on site when fuel is in the reactor.
- e. All core alterations after the initial fuel loading shall be directly supervised by a licensed Senior Reactor Operator.
- f. A Fire Brigade of at least five members shall be maintained on site at all times. This excludes members of the minimum shift crew necessary for safe shutdown of Unit 1 and any personnel required for other essential functions during a fire emergency.
6.2.3 Fire Protection Oranizations The responsibility for the Fire Protection Program at the San Onofre Nuclear Generating station unit 1 is vested in the Senior vice President.
The implementation of this program is delegated to staff and line organizations within the Nuclear Engineering and operations Department and the Power Supply Department as shown in Figure 6.2.3.1.

- Reactor startup, reactor shutdown and recovery from reactor trips means operations between keff 0.99 and the attainment of 5% indicated thermal power.

- RECORDS 6.5.1.8 The OSRC shall maintain wrritten minutes of each meeting and copies shall be provided to the Manager, Nuclear Generation and Chairman of the Nuclear Audit and Review Committee.
6.5.2 NUCLEAR AUDIT AND REVIEW CO2QITTEE (NARC)
FUNCTI ON 6.5.2.1 The NARC provides independent review and audit of designated activities in the area of nuclear safety (sce Appendi: A, DPR-13) and environmental impact (see Appendix B, DPR-13).
COMPOSITIC 6.5.2.2 The NARC shall be composed of the:

CONSULTANTS 6.5.2.4 Consultants shall be utilized as determined by the NARC Chairman.
VIETING FREQ2ENCY 6.5.2.5 The NARC shall meet at least once per six months.

- 78 RECORDS 6.5.2.10 Recordsof NARC activities shall be prepared, approved and distributed as indicated below:
- a. Minutes of each NARC meting shall be prepared, approved and forwarded to the Nuclear Control Board within 14 days following each meeting.
- b. Reports of reviews encompassed by Section 6.5.2.7 e, f, g and h above shall be prepared, approved and forwarded to the Nuclear Control Board within 14 days following completion of the review.
- c. Audit reports encompassed by Section 6.5.2.8 above shall be forwarded to the Nuclear Control Board and to the management positions responsible for the areas audited within 30 days after completion of the audit.
6.5.3 NUCLEAR CONTROL BOARD (NCS)
FUNCTION f
6.5.3.1 The NCB provides for the corporate level control of the nuclear safety and environmental impact of the facility.

(2) Review proposed changes to the Environmental Technical Specifications.
Coordinate environmental technical specifications with the safety technical specifications to avoid conflicts and maintain consistency.
Submit approved proposed changes to the Environmental Technical Specifications to the Nuclear Control Board for transmittal.
(3) Review and approve proposed changes n
to the facility and its procedures or proposed tests or experiments which are forwarded by the Onsite Review Committee when they involve a change in the Environmental Technical Specifications. or a change which would significantly alter the environmental impact of the facility.
Submit such proposed changes when required with appropriate environmental analysis to the Nuclear Control Board for transmittal.
(4) Review all environmental surveillance programs for compliance with these environmental technical specifications.
(5) Review all design changes related to changes in the Station which relate to the environmental impact of the station and its operation.
(6) Review overall facility activities as they relate to environmental impact by:
(a) formal facility review annually and as directed by the Committee Chairman.

(b) review of Onsite Review Committee meeting minutes.
(c) review of reportable environmental occurrences and other environmental impact related facility incident reports.
(d) ensure that results of the environmental surveillance programs are reviewed prior to their submittal in each semiannual operating report.
(7) When deficiencies in the administrative controls for the facility in relation to environmental effects are determined through the review of the Committee, corrective action shall be initiated by the Chairman and a report submitted to the Nuclear Control Board.

- d.
Quorum: The Chairman or his designated alternate and four members knowledgeable in environmental matters.
Alternates:
Alternate members shall be appointed in writing by the Nuclear Audit and Review Committee Chairman to serve on a temporary basis; however, no more than two alternates shall participate in Nuclear Audit and Review Committee actions at any time.
5.3.3 The membership of the Nuclear Control Board and its responsibilities and authorities with respect to these environmental technical specifi cations are as follows:
