Dear Mr. Dietch:
The Commission has issued the enclosed Amendment No.5 )to Provisional Operating License No. DPR-13 for.the San Onofre. Nuclear Generating Station, Unit 1. The amendment consists of changes to the Technical Specifications in response to your requests dated December 31, 1979, and May 9, 1980.
The amendment revises certain provisions in Sections 6 and 5 (Administrative Controls) of Appendices A and B, respectively, to reflect changes in the corporate organizational structure and changes in the Nuclear Audit and Review Committee (NARC) and in the Nuclear Control Board (NCB).
Following is a discussion of the specific Technical Specifications changes requested:
1.. The position of Vice President.forNuclear Engineering and Operations is added to the corporate organization.- He reports directly to the Senior Vice Pres4ident. The positions of Manager of Nuclear Engineering and Licensing and Project Manager, San Onofre, Unit 1 Retrofit Projects, hare also added to the corporate organization Both report directly to the Vice President,for Nuclear Engineering and Operations. The Manager of Nuclear Operations also reports directly to the Vice President. He replaces the Manager of Nuclear Generation who previously, was in the reporting chain,to the Vice President for Power Supply. The Chief of Nuclear Engineering reports to the Manager of Nuclear Engineering and Licensing. Previously, he reportedito the Manager of Generation Engineerfing Services. The new positions of Director of Research and Development and Manager Biological Systems Research and Dbvelopment are now reporting to
-the Vice President, Advanced Engineering. We find that these changes consolidate and strengthen the corporate management of nuclear engineering,
'licensing and backfit activities for San Onofre, Unit 1.

The fire protection organization is now reporting through the chain of command to the Senior Vice President. Implementation of the pro gram is delegated to line organizations within the Nuclear Engineering and Operations Department and the Power Supply Department headed by their respective Vice Presidents-. Previously, the Vice-President of the Power.Supply Department was responsible for the fire protection program.
We find that these changes provide for more directtop corporate management responsibility for the fire protection activities at San Onofre, Unit 1,.

The Manager of Engineering Design, the Manager of Nuclear Engineering and Licensing, the Manager of Nuclear Operations and the Manager, Biological Systems Research and Development have been added to the Nuclear Audit and Review Committee (NARC). They.replace the Manager, Generation, the Chief of Development and Environmental Engineering and the Manager, Nuclear-Generation, who were previously memeber of the NARC. We find that these replacements are consistent with the changes in' the corporate organization.

The Vfce President of Nuclear Engineering and Operations and the Vice President of Advanced Engineering replace the Vice President of Power Supply and the Vice.President of Quality Assurance as members of the Nuclear Control Board (NCB). Now as before the NCB is composed of four Vice Presidents who provide corporate level control of nuclear safety and environmental impact of facility operation. Although there is no NRC requirement for including such NCB provisidns in Technical Specifications, the licensee has elected to-retain them. However, the NCB's specified responsibilities have been changed, and in response to the guidance in our letter dated'March 15-, 1979, they are now consistent with the reporting requirements in Section 6.9 of the Technical Specifications.
The guidance used by us in determining acceptability of the plant organi zation is contlindd in Regulatory Guide 1.33, Quality Assurance Program Requirements (Operation). The proposed organizational changes conform with the Regulatory Guide criteria. We have concluded that all of the above changes are administrative in nature, do not reduce-the effective ness for the management or safe operation of San Onofre, Unit 1, and are, therefore, acceptable.
The amendment applies to the organizational structure and therefore does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact.

- 1980 Since the amendment applies to the organizational structure, it does not involve a significant new safety information of a type not considered by a previous pommission safety review of the facility. It does not involve a significat) increase in the probability or consequences of an accident, does not involve a significant decrease in a' safety margin, and therefore does not involve a 'significant hazards consideration. We have also con cluded that.-there is reasonable assurance that the health and 4a fety of the public will not be endangered by this action and that the Issuance of this amendment will not be inimical to the common defense and security or to the healtih and safety of the public.
A copy of the related Notice of Issuance is also enclosed.
