Dear Mr. Drake:

The Commission has issued the enclosed Amendment No.4A to Provi s1pnal Operating License No. DPR-13 for the San Onofre Nuclear Generating Station, Unit 1. The -amendment consists of changes to the Technical Specifications in response to your request dated April 18, 1979 (Proposed Change No. 77), as supplementedby letters dated May 11 and May 31, 1979.

The amendment revises certain provisions-in Sections 6 and. 5 (Administrative Controls) of Appendices A and B, respectively, to reflect changes in the corporate and;facility organizational structure and a change in the Onsite Review Committee (OSRC).

Following is a discussion of the specific Technical Specification changes requested:

L The Vice Presidents responsible for Engineering and Construction, for Advanced Engineering, and for Power Supply, and the Nuclear Control Board report to the Senior Vice President who in turn reports to the Corporate President.

Previously, these Vice Presidents and the Nuclear Control Board reported directly to the President.

2. An administrator will be responsible for the Power Supply Department Services in the corporate fire protection organization. The Electric Facilities Building Maintenance will no longer be a corporate fire protection function.

However, an administrator will be responsible for the added Fire Control and Conservation function which includes all maintenance operations.

3. The position of Supervisor of Plant Operations will be added to the facility organization.

.He is in the chain of command between the Superintendent and the Watch Engineer as well as the Operating Foreman. The Supervisor of Plant Operations is required to be qualified as a senior reactor operator. He will replace the Watch Engineer as a member of the OSRC. This change in OSRC membership is consistent with the change in the facility organization.

The guidance used by us in determining acceptability of the plant organization is contained in Regulatory Guide 1.33, Quality Assurance Program Requirements (Operation).

The proposed organizational changes conform with.the Regulatory Guide criteria.

We have concluded that all of the above changes are administrative in nature, do not reduce the effectiveness for the management or safe operation of San Onofre, Unit 1, and are therefore acceptable.

The amendment applies to the organizational structure and therefore does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant.environnental impact.

Having made this determination, we have further concluded that the amend ment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR § 5j.5(d)(4).that an environ mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Since the amendment applies to the organizational structure, ft does not involve a significant new safety infomation of a type not considered by a previous Commission safety review of the facility. It does-not involve a significant increase in the probability o.r consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards consideration.

We have also concluded that there is reasonable assurance that the health and safety of the public will not be' endangered by this action and that the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
