SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2-SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: PROPOSED RELIEF REQUESTS FOR THE FOURTH 10-YEAR INSERVICE TESTING INTERVAL (TAC NOS. MF2905 THROUGH MF2915)

Dear Mr. Rausch:

By letter dated October 8, 2013, 1 PPL Susquehanna, LLC (the licensee), submitted a group of relief requests for Susquehanna Steam Electric Station, Units 1 and 2. The proposed relief requests are associated with the Fourth 10-Year lnservice Testing Interval. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of these relief requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Pursuant to Sections 50.55a(a)(3)(i) and 50.55a(a)(3)(ii) of Title 10 of the Code of Federal Regulations (10 CFR), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.

The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory. requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that the licensee supplement the application to address the information requested in the enclosure by December 13, 2013.

This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's detailed technical review by separate correspondence.

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 DOCKET NOS. 50-387 AND 50-388 The Nuclear Regulatory Commission (NRC) staff has reviewed the application submitted by PPL Susquehanna, LLC., by letter dated October 8, 2013, 1 and concluded that the information delineated below is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory requirements and the protection of public health and safety and the environment.

Relief Requests 1RR-03/2RR-03 (Attachments 3 and 9)

The code of record for the Susquehanna Steam Electric Station, Units 1 and 2 (Susquehanna) fourth 10-year inservice test (1ST) program is the 2004 Edition through the 2006 Addenda of the American Society of Mechanical Engineers Operations and Maintenance Code (ASME OM Code). For Relief Request 1RR-03, it appears that the relief is requested from the paragraph l-1330(a) of the 2004 Edition of the ASME OM Code, which is not a paragraph. For Relief Request 2RR-03, it appears that the relief is requested from the paragraph l-1330(a) of the 1998 Edition of the ASME OM Code, which was the code of record for the third 10-year 1ST program at Susquehanna.

1. The licensee should correct the error and resubmit the relief requests from the requirements of paragraph l-1320(a) of the 2004 Edition through the 2006 Addenda of the ASME OM Code.

In addition, the licensee states that in Section 4, "Proposed Alternate Testing," no additional valves will be tested if the as-found setpoint is below the nameplate setpoint. This appears conflicting with the requirements of paragraph l-1350(c)(1 ), which states that for each valve tested for which the as-found set pressure exceeds the greater of either the +/-tolerance limits of the Owner-established set-pressure of l-1310(e) or +/-3% of valve nameplate set-pressure, two additional valves shall be tested from the same group.

2. The licensee should provide justification for not testing additional valves or submit an additional relief request from the requirements of paragraph l-1350(c)(1) if the lower setpoint limits are not met.

Relief Requests 1 RR-06/2RR-05 (Attachments 6 and 11)

The code of record for the Susquehanna fourth 10-year 1ST program is 2004 Edition of the ASME OM Code through 2006 Addenda. For Relief Requests 1RR-06/2RR-05, the relief is requested from the paragraph 1-341 O(d) of the 1998 Edition of the ASME OM Code, which was the code of record for the third 10-year 1ST program at Susquehanna.

3. The licensee should correct the error and resubmit the relief request from the requirements (1-341 O(d)) of 2004 Edition through the 2006 Addenda.

In addition, the licensee should note that the requirements have been revised in paragraph l-3410(d).

4. The licensee should review the revised requirements of 1-341 O(d) for testing Class 1 Main Steam Pressure Relief Valves with Auxiliary Actuating Devices, and determine if the request is still necessary.
