Bob, Olga, Stavy, By letter dated October 23, 2013 (Agencywide Documents Access and Management System Accession No. ML13318A010), and pursuant to Section 50.55a(a)(3)(ii) of Title 10 of the Code of Federal Regulations (10 CFR), Florida Power & Light Company (the licensee) submitted a request for NRC authorization of the licensees use of a proposed alternative to the American Society of Mechanical Engineers (ASME)Section XI, subsection IWC-3122, subparagraph 3122.2, for the repair of a degraded Turkey Point Unit 3 suction isolation valve (Valve 3-844A) for the A containment spray pump. The licensee requested this authorization on the basis that hardship and unusual difficulty exists without a compensating increase in the level of quality and safety.
The NRC performed an acceptance review of the submittal to determine if the scope and depth of technical information is sufficient for the NRC staff to complete its detailed technical review. The acceptance review also intends to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff reviewed the application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review.
