REACTOR VESSEL EMBRITTLEMENT (GL 88-11) - SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 71545)
We have completed our review of your response dated December 16, 1988, and January 3 and June 18, 1990, to Generic Letter 88-11, "NRC Position on Radiation Embrittlement of Reactor Vessel Materials and Its Impact on Plant Operations," dated July 12, 1988. Based on our review, we have determined that the existing pressure-temperature limits specified by the Technical Specifications for San Onofre Nuclear Generating Station, Unit No. 1 (SONGS-1) remain valid. Additionally, it is our position that the fracture toughness of the SONGS-1 reactor vessel is acceptable for operation as previously stated in NUREG-0569, "Evaluation of the Integrity of SEP Reactor Vessels, " dated December 1979. Our Safety Evaluation (SE) is enclosed for your information.
Although we consider that the fracture toughness of the SONGS-1 reactor vessel is currently acceptable based on a previous evaluation, we believe that there is insufficient data to fully support your position regarding saturation effects on Charpy upper-shelf energy. Therefore, you should continue to evaluate your position as more surveillance data becomes available. As we discuss in our SE, the staff is considering making a revision to the procedures for calculating Charpy upper-shelf energy and any licensee action required as a result of these changes will be the subject of future generic communications. We expect to evaluate the fracture toughness of the SONGS-1 reactor vessel in more detail at that time.
