This ICCN adds a new supplement to enclose several anchor bolt connection details at the base of the Refueling Water Storage Tank.
The inside void will be filled with a sealant material to protect the steel components from corrosion.
The results of this ICCN show that the added plate is sufficient to withstand the internal pressure of the tank in the event of a tank leak.
The new plate and weld connections are also sufficient to withstand seismic and hydrodynamic forces of the enclosed void.

The enclosed anchor supports will be filled with a sealant to protect the steel surfaces and stop any tank leakage at the supports. The cover plate is also analyzed to withstand the maximum hydrostatic and hydrodynamic tank pressures at the anchor bolt location.

I 2.0 RESULTS/CONCLUSIONS The 3/8" plate is sufficent to withstand the maximum hydrostatic pressure of 16 pounds per square -inch. The welded connection and plate have sufficient margins of safety to withstand the hydrodynamic and seismic loads from the added filler material in the void.
(The enclosed void is approximately 0.1 cubic feet.)
The enclosed void around the anchor bolt will be filled with a sealant material.
The sealant will-prevent additional water leakage from the tank and protect the anchor bolts from potential corrosion from the RWST borated water.

I 3.0 ASSUMPTIONS
- 1) The leak is presently a pinhole size leak. As such, the hydrodynamic forces from sloshing-inside the tank during a seismic event would not normally occur on the added plate.
For conservatism, the added plate will be checked for the hydrodynamic forces in the tank.
This assumption will demonstrate that if the hole propogates, the plate is also adequate to withstand the seismic hydrodynamic effects.
- 2) The added plate will not be credited with additional seismic support of the anchor assembly. The added weight of the plate and sealant (less than 10 pounds each) is much smaller than the total tank weight (57 kips) and does not appreciably affect the seismic analysis of the tank. As such, tank overturning analysis will not be re-evaluated.
There are no other assumptions made which affect the results of this supplement or the base calculation. No computer programs are used in this calculation.

/I 4.0 DESIGN INPUTS The Refueling Water Storage Tank is a safety related tank per the Q-List and is qualified for Seismic Category A design requirements. The anchor connection details are shown on Vendor Drawing 1810-AA066-D0041. The anchor bolt.locations are shown on SCE drawing 567781.
Tank and anchor bolt dimensions are obtained from the original vendor drawings for the Refueling Water Storage Tank (Reference D).
The maximum hydrostatic pressure of 16 psi is taken from page 16 of the base calculation. The total hydrodynamic pressure of 7.0 psi (t= 0.329 in.) is obtained from page 16 of the original calculation. The horizontal hydrodynamic force in the tank wall is 1963 lb/in height per page 17 of the original calculation.
The RWST contains water that has various chemicals and radioisotopes in its consistency. The major contribution from a chemical standpoint is boron (boric acid).
Per the UFSAR, the concentration is approximately 3500-4000 ppm boron, In addition, the RWST contains low level amounts (10E-5) of radioisotopes including tritium. The RWST also contains trace amounts of lithium and various other element (chlorides, sulfates, etc.).
After consultation with the vendor and reviewing the material data sheets, it was determined that none of the chemical components mentioned above would have any substantial effect on the sealant.

OSBORNE 5.0 METHODOLOGY The methodology used in this Supplement is the same as the base calculation. The anchor bolt cover plate is evaluated per standard formulas for plates with-allowables per the ASME Code.
No attempt is made to qualify the anchor bolt enclosure to ASME Code provisions.
The hydrodynamic stresses for the tank wall, which are obtained from the original calculation, are factored for the wall thickness of the new plate. The allowable plate stress is obtained from Reference G.
The RWST is not a pressurized tank. The original specification (BSO-433) for the Tank indicates that the tank was built to API 650 "Welded Steel Tanks for Oil Storage".
This repair is not an ASME code classified repair of the tank.
Generic Letter 90-05 is considered applicable only to ASME code piping. The Technical Quality Assurance Manual and the Inservice Inspection program have committed to maintaining the RWST tank as a ASME Code Class 2,Section XI tank. As such, NRC approval is necessary before implementation of the repair.

R.F. OSBORNE 31I 8.0 COMPUTATIONS ANCHOR BOLT SEAL The bolt support will be covered with a 3/8" A36 steel plate.
The void around the anchor bolt will be filled with a sealant.
The A-36 steel cover plate thickness (0.375 in.) is greater than the A-283C steel tank shell (0.329 in.).
The allowable stresses, per Reference G, are also similar [12.6 ksi (A-36) vs. 12.7 ksi (A-283C)].
Therefore, the plate size is adequate for the hydrostatic and hydrodynamic forces in the tank based on the greater plate thickness and similar allowable stresses.
Check Weld Size (3/16" seal weld three sides)
Credit is taken for just the vertical seam (fillet) welds only.
These welds are loaded in shear. Minimum weld size per AWS for 3/8 inch plate is 3/16 inch fillet weld. Allowable shear stress = 2.39 kips per linear inch per AWS Stress Allowables for E60XX weld material.
