Southern California Edison Company 23 PARKER STREET IRVINE, CALIFORNIA 92718 WALTER C. MARSH TELEPHONE ASSISTANT MANAGER.
October 1, 1992 (714) 454-4403 NUCLEAR REGULATORY AFFAIRS U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 Gentlemen:
Subject:
Docket No. 50-206 Refueling Water Storage Tank Calculations San Onofre Nuclear Generating Station Unit 1 (SONGS 1)
References:
- 1. Letter, R. Ornelas, SCE to NRC, "Request for Relief from ASME Section XI Articles Applicable to Refueling Water Storage Tank Leakage," April 26, 1992
- 2. Letter, R. M. Rosenblum, SCE to NRC, "Refueling Water Storage Tank Evaluation Update," June 26, 1992 Provided as Enclosures 1 and 2 are the design buckling calculations for the SONGS 1 Refueling Water Storage Tank (RWST).
These calculations are provided in response to a telephone request by the NRC on September 17, 1992, and are intended to assist the staff in their review of our earlier submittals (see References 1 and 2) requesting relief from the ASME Code repair requirements for the RWST., "SONGS-1 Evaluation of the Refueling Water Storage Tank (RWST) for Buckling," is the summary of the buckling calculation recently performed in accordance with the Seismic Qualification Utility Group's (SQUG) General Implementation Plan for addressing Unresolved Safety Issue A-46. A copy of this calculation had been forwarded to the NRC informally on September 4, 1992. Enclosure 2 is a copy of SCE Calculation Number DC-3679, Rev. 0, "RWST Evaluation," including Supplements A and B. This is a RWST design buckling calculation based on Code Case N-284, and had been referenced in our June 26, 1992 submittal to the NRC (Reference 2 above).
The results from Enclosure 1 show that the RWST maximum buckling stress remains well within the buckling stress allowed by the SQUG's A-46 criteria.

-2 The enclosed calculations also show that the assumptions used in our referenced submittals are conservative, and that the conclusion reached in those submittals that the tank does not require repair at this time remains valid.
Please contact me if you have any questions regarding the enclosures, or if you require any additional information.
Very truly yours, Enclosures cc:
