NRC INSPECTION SAN ONOFRE UNITS 1, 2 AND 3

This refers to the inspection conducted by Mr. J. E. Russell of this office on

February 29 through March 4, 1988, of activities authorized by NRC License

Nos. DPR-13, NPF-10 and NPF-15 and to the discussion of our findings held by

Mr. Russell with Mr. McCarthy and other members of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements as set

forth in the Notice.of Violation, enclosed herewith as Appendix A. No

response to this Notice is required because of the prompt action taken to

correct the violation.

The observations noted in paragraph 5 of the attached inspection report

indicate instances of maintenance personnel failing to adhere to posted and

procedural contamination control requirements. Strict adherence to health

physics requirements is the responsibility of all station personnel, not just

those in the health physics organization. An effective program must have such

cooperation and involvement in order to be successful.

The inspectors

observations indicate that your attention in this area is necessary to assure

that the current level of performance is maintained in this area.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

Should you have any questions concerning this inspection, we will be glad to

discuss them with you.
