The NRC Systematic Assessment of Licensee Performance (SALP) Board has

The performance of San Onofre was evaluated in the functional areas of plant
operations, radiological controls, maintenance, surveillance, fire protection,
emergency preparedness, security and safeguards, outages, quality programs and
administrative controls, licensing activities training and qualificatio
n
effectiveness, anC engineering/technica support. The criteria used in
conducting this assessment and the SALP Board's evaluation of your performance
in these functional areas are contained in the enclosed SALP report.
A managemnt~ meeting to discuss the results of the SALP Board's assessment is
not a requiremnt but may be held as a public meeting at the discretion of
the licensee or NRC.
We believe that a management meeting to discuss the SALP
bassessment would be useful and productive, especially to establish a
performance baseline given the recent senior management change at the San
Onofre site. Accordingly, we are requesting such a management meeting and
request that meeting arrangements be coordinated with Mr. P.erc
son of y
staff.

Overall, the SALP Board found your performance to be acceptable and directed
toward safe facility operation
Improvement in Plant oPerating performance
was observed during this period, Particularly in the reduction of plant trips
and forced outages. A new functional area, ,E g n e g T c n c l S p o t a
been added. Additionally, we perceive that improvements may be in order to
strengten the problem identification and correction roles exercised by your
quality assurance organization and oversight committees. We intend to focus
additional attention on -these areas during the next SALP period, and encourage
You to do the same.
A management overview is provided in Section 111, Summary of Results, of the
nlsdSALP report.
Perceived strenigths and weaknesses, along with the SALP
oard's recommendations, are identified in Section IV, Performance Analysis.
