SUBJECT:

EVALUATION OF UNMONITORED, POTENTIALLY RADIOACTIVE LIQUID WASTE RELEASE UPDATE ON PRELIMINARY NOTIFICATION 80-74 ISSUED ON OCTOBER 10, 1980.

The licensee's evaluation of the reported potential radioactive liquid waste release of Iodine 131 activity discovered in the normally non-radioactive yard drain sump on October 8, 1980 revealed the source of activity was most probably attributed to a biologicial excretment from a worker undergoing medical treatment. It was reported that the sewage treatment system had overflowed into the yard drain system after failure of the yard sewage discharge system to operate properly.

Daily analysis of water samples taken from the sump during discharge operations between October 9 and 17, 1980 were performed by the licensee. Maximum Iodine 131 activity levels of 3.8E-7 uCi/ml initially reported on October 9, 1980 decreased to less than the minimum detectable activity (MDA) levels of < 8.4E-8 uCi./ml by October 16, 1980. A sample analyzed on October 17, 1980 was also reported as less than MDA. No other radionuclides were identified in any of the samples analyzed.

The licensee reported a total of 1.6E-4 curies of Iodine 131 was released during the period of October 8 through 15, 1980. The licensee reported a program for performing weekly analysis of the yard drain sumps effluents has been implemented.

This Preliminary Notification is issued for information only. No further licensee action is expected.

Media interest is not expected. Neither the licensee nor the NRC plans to issue a news release. Region V (San Francisco) originally received notification of this occurrence from the Resident Inspector at 10:00 A.M. on October 10, 1980.
