AMENDMENT APPLICATION 161 REGARDING INCREASED SURVEILLANCE INTERVALS FOR RPS TESTING FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 (TAC NO. 71806)
In reviewing your Amendment Application 161 dated December 29, 1988, regarding containment spray actuation instrumentation, we have determined that the following additional information is needed to continue our review. In order to maintain our review schedule, your response is requested within 90 days of your receipt of this letter.
Rkquest for Additional Information 1.' In addressing the NRC's imposed conditions for acceptance of these changes to the Technical Specifications, you have failed to confirm that the instrument setpoint methodology includes sufficient adjustments to offset the drift anticipated as a result of less frequent surveillance. At this time, you should have sufficient data to draw a conclusion as to whether or not the current set point allowance also conservatively bounds anticipated drift over a quarterly surveillance interval. A review of "as found" and "as left" data from prior surveillance should be completed in order to confirm that sufficient adjustments will be made to offset quarterly drift.
- 2. Your proposed Action 2 for Reactor Trip System Instrumentation in table 3.5.1-1 is not consistent with the description of changes on page 2 of the application. You have proposed to change Action 2 part (a) to read " The inoperable channel is placed in the tripped condition within six hours". This change, from one to six hours, is not reflected in the Description of Changes. Please indicate this change on the Description of Changes, or provide an alternate Action 2, in which part (a) would not be changed, for incorporation to the Technical Specification.

- 3. On page 2 of your Amendment Application, it is stated that there are no changes to the Existing Technical Specification for "Power Range, Neutron Flux, Overpower Trip". This is inaccurate, as the corresponding action statement for this functional unit in table 3.5.1-1 is Action 2. You have requested to change Action 2, dnd, therefore, there is a change to the existing Technical Specification. This change should be noted in the description of changes in your application.
- 4. In table 4.1.1 of the proposed Technical Specification note #7 has been added to the table notation. This note is not referenced anywhere on table 4.1.1. Please remove this note from the table notation of your proposed Technical Specifications if it will not be referenced. Otherwise, change table 4.1.1 accordingly to incorporate this notation.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is riot required under Pub. L.96-511.
