ISSUANCE OF AMENDMENT NO. 116 TO PROVISIONAL OPERATING LICENSE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 67902)
The Commission has issued the enclosed Amendment No.116 to Provisional Operating License No. DPR-13 for Shn Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of.changes to the license in response to your application dated April 28, 1988, as.supplemented April 25, June 10, September 23, October 18, November 10, and December 1, 1988.
The amendment authorizes transshipment of spent fuel from the Unit No. 1 spent fuel pool, and, taken together with Amendment Nos. 63 and 52 to Unit Nos. 2 and 3 respectively, grants authority to store the Unit No. 1 spent fuel in the spent fuel pools at Unit Nos. 2 and 3.
You will note that the enclosed amendment is limited to those activities actually need for transshipment, including use of the turbine building crane.
The matter of heavy load handling using the turbine gantry crane for purposes other than transshipment is being reviewed separately. The reason for this is that your letter of September 29, 1988 appears to withdraw certain commitments relied upon for resolution of heavy load handling issues as described in our safety evaluation dated November 4, 1985.
Copies of our related Safety Evaluation and Notice of Issuance are enclosed.
