ISSUANCE OF AMENDMENT NO.109 TO PROVISIONAL OPERATING LICENSE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 65857)

The Commission has issued the enclosed Amendment No.109 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to the Technical Specifications in response to your application dated May 27, 1987.

The amendment revises the Control Room Emergency Air Treatment System surveil lance requirements to (1) include testing with the newly-added duct heaters and (2) more closely follow the Standard Technical Specifications and current regulatory guidance for charcoal filter surveillance. The amendment also allows for suspension of pressurizer power-operated relief valve (PORV) block valve exercising during periods when the block valve is closed due to an inoperable PORV.

A copy of our related Safety Evaluation is also enclosed. The enclosed related Notice of Issuance has been forwarded to the Office of the Federal Register for publication.
