STEAM GENERATOR INSPECTION San Onofre Nuclear Generating Station, Unit No. 1 The NRC staff has completed the review of the report "Steam Generator Inspection Program, Return to Power Report, San Onofre Nuclear Generating Station, Unit 1, September, 1982", which was submitted by your letter dated September 21, 1982. Our safety evaluation is enclosed.

Based on our review, we find that the inspection results and related corrective actions and analyses are generally acceptable; however, as discussed in Section 2.5.1 of the enclosure, we find that you have not provided an adequate basis to increase the inspection interval from 6 to approximately 12 Equivalent Full Power (EFP) months. Accordingly, prior to our approving the resumption of power operation, we request that you provide a proposed license condition for our review and approval that would (1) require that the reactor be brought to a cold shutdown condition to perform an inspection of the steam generators within 6 EFP months from the previous inspection, (2) provide for the submittal of a proposed inspection program for review and approval by the Commission at least 45 days prior to the shutdown, and (3) require that Commission approval be obtained prior to resuming power operation following the inspection. As discussed with your staff, any additional justification that you may provide for extending this inspection interval will be evaluated by the NRC staff.
