UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION Application of SOUTHERN CALIFORNIA EDISON COMPANY, and SAN DIEGO GAS & ELECTRIC COMPANY DOCKET NO. 50-206 for a Class 104(b) License to Acquire, Possess, and Use a Utilization Facility as Amendment No. 113 Part of Unit No. 1 of the San Onofre Nuclear Generating Station SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 113.

This amendment consists of Proposed Change No. 117 to the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendices A and B. Proposed Change No. 117 is a request to modify Table 3.5.5-2 and Section 5 of the Appendix A Technical Specifications. The purpose of this modification is to correct Table 3.5.5-2 and update the description of design features in Section 5. Proposed Change No. 117 does not impact the as-built design features of the plant, or its operational margins.

In the event of conflict, the information in this Amendment No. 113 supersedes the information previously submitted.

Accordingly, it is concluded that:

(1) the proposed change does not involve a significant hazards consideration as defined by 10 CFR 50.92; and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change; and (3) this action will not result in a condition which significantly alters the impact of the station on the environment as described in the NRC Environmental Impact Statement.

Pursuant to I) CFR 170.22, Proposed Change No. 117, submitted as Amendment No. 113, is determined to be a Class II change. The basis for' this determination is that the change is essentially descriptive in nature, with no new safety or environmental significance.

Accordingly, the fee of $1,200.00 corresponding to this determination is remitted herewith as required by 10 CFR 170.22.

OESCRIPTION OF PROPOSED CHANGE NO. 117 AND SAFETY EVALUATION This is a request for revision of Appendix A Technical Specifications, and to amend the license thereby.

Description This proposed change affects Table 3.5.5-2 and Section 5 of Appendix A Technical Specifications.

The purpose of changing Table 3.5.5-2 is to correct the safety injection trip set point associated with low pressurizer pressure. The present limit of >

1685 psig does not take into account instrumentation error. Assuming 3%

instrumentation error, per the reactor manufacturer's recommendation, the set point should be > 1735 psig.

The purpose of changing Section 5 is to update this section by replacing obsolete information with current information.

Existing Technical Specifications The existing Technical Specifications are as provided in Enclosure I.

Proposed Technical Specifications The proposed Technical Specifications are as provided in Enclosure II.

Changes from the existing Technical Specifications are identified by vertical bars.

Safety Evaluation The proposed change discussed above shall be deemed to involve a significant hazards consideration if positive findings are made in any of the following areas:

1. Will operation of the facility in accordance with this proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?

-2 The proposed change to Section 5 is descriptive and administrative in nature and does not impact the as-built design features of the plant, or its operational margins.

By changing Table 3.5.5-2 to correct the safety injection trip set point, a more acceptable and conservative set point is selected, that allows for instrumentation error.

In the light of the above explanation, the proposed change will not adversely affect the probability or consequences of an accident, nor involve a significant reduction in a margin of safety.

Safety and Significant Hazards Determination Based on the Safety Evaluation, it is concluded that: (1) the proposed change does not involve a significant hazards consideration as defined by 10 CFR 50.92; and (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change; and (3) this action will not result in a condition which significantly alters the impact of the station on the environment as described in the NRC Environmental Impact Statement.
