Amendment No. 77 Generating Station SOUTHERN CALIFORNIA EDISON COMPANY AND SAN DIEGO GAS & ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 77.
This amendment consists of Proposed Change No. 77 to the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendices A and B.
Proposed Change No. 77 would incorporate station and corporate reorganization changes into the appropriate Administrative Controls Sections of the Appendix A Technical Specifications and Appendix B Environmental Technical Specifications.
In the event of conflict, the information in this Amendment No. 77 supersedes the information previously submitted.
In our opinion, the proposed change does not present significant hazards considerations not described or implicit in the Final Safety Analysis and there is reasonable assurance that the health and safety of the public will not be endangered by the proposed change.

DESCRIPTION OF PROPOSED CHANGE AND SAFETY AND ENVIRONMENTAL ANALYSIS PROPOSED CHANGE NO.
77 TO THE TECHNICAL SPECIFICATIONS PRDVISIONAL OPERATING LICENSE DPR-13 This is a request to revise Technical Specification 6.5.1.2 and Figures 6.2.1.1, 6.2.2.2 arid 6.2.3.1 of Appendix A and Environmental Technical Specification 5.3.1 and Figures 5.2-1 and 5.2-2 of Appendix B.
REASON FOR PROPOSED CHANGE This proposed change would incorporate station and corporate reor ganization changes into the appropriate Administrative Controls Sections of the Appendix A Technical Specifications and Appendix B Environmental Tech nical Specifications.
EXISTING SPECIFICATIONS The existing sections and figures within Technical Specifications 6.0 and Environmental Technical Specifications 5.0 are as constituted in the Apoendices A and B Technical Specifications, respectively, for San Onofre Unit 1.
PROPOSED SPECIFICATIONS Both Section 6-5 of Appendix A and Section 5.3 of Appendix B would be revised by deleting the Watch Engineer as a member of the OSRC and adding the Supervisor of Plant Operations.
Appendix A, Section 6.5.1.2, would be revised as follows:
