Dear Mr. Asseistine:
Enclosed is a photocopy of a letter which.I have sent to Mr. Kenneth P.
Baskin, Vice President of Southern California Edison Company.
I believe it is self-explanatory.
After the November 21, 1985 Water Hammer Event at SONGS 1, I had purchased a copy of NUREG-1190 and was so disturbed at, the findings of the NRC Team which investigated that Event that I had sent a very l'ong letter to the President of Southern California Edison Company.
It was in response to that letter that Mr. Baskin sent me the 561-page report, although I cannot imagine why he did such a thing. Possibly he hoped it would convince me that SCE has everything under control and the public has nothing to worry about.
What I am convinced of is that SONGS 1 is getting older by the minute and no sooner do they get one problem attended to than another is going to occur.
Chernobyl has not added to my peace of mind.
I heard on TV that there is a little-known NRC study done last year which discusses the potential problems of ageing nuclear power plants in the United States.
If there is, can you send me its identification number so that I can order a copy from the Government Printing Office?
Can someone at the NRC tell me if SONGS 1 has a direct reading water level indicator installed? In 1984 I was informed that Unit 3 had one, Unit 2 was committed to install such an indicator at its first outage which was to happen about September of 1984 and that the instrumentation would be operational following that refueling, but in 1984 I was informed that the scheduling for installation of a direct reading water level indicator for SONGS 1 had not been established.
Was this done and was the instru mentation installed ?
Chernobyl has made all of us much more aware of the dangers inherent in nuclear power generating stations.
Your Commission has the terrible responsibility of safeguarding the health and well being of all of us and we can only pray every precaution that can be humanly taken is seriously considered and adopted.
